Closure Implementation

Closure implementation refers to the active execution of planned mine closure activities, including decommissioning of infrastructure, rehabilitation of disturbed land, management of residual environmental liabilities, and fulfillment of social commitments, in accordance with the approved mine closure plan, regulatory requirements, and agreed closure criteria. Closure implementation is the operational phase that translates the closure plan into physical outcomes and is typically phased throughout a mine's life (progressive rehabilitation) and intensified at end of mine life. In bauxite mining, progressive and concurrent rehabilitation — where mined-out areas are progressively backfilled, topsoiled, and revegetated while other areas continue to be mined — is a widely practiced and regulatory-required approach that reduces the overall closure liability and demonstrates environmental stewardship. In gold mining, closure implementation must address decommissioning of leach pads, neutralization of cyanide-bearing solutions, demolition of process plant infrastructure, and instigation of long-term water management programs for ARD-generating waste. In iron ore mining, closure implementation includes blasting and reshaping of highwalls, progressive pit backfilling where practicable, and demolition and removal of port and rail infrastructure. In diamond mining, closure implementation addresses kimberlite pipe open pit or underground void management, processing plant demolition, and long-term monitoring of tailings impoundments. Closure implementation requires experienced project management, specialist environmental and geotechnical expertise, and robust stakeholder engagement to achieve a successful and recognized closure outcome.
